Jamieson-Fausset-Brown Bible Commentary

29. perceived to be accused of questions of their law, &c.-Amidst all his difficulty in getting at the charges laid against Paul, enough, no doubt, come out to satisfy him that the whole was a question of religion, and that there was no case for a civil tribunal.

Matthew Henry's Concise Commentary

23:25-35 God has instruments for every work. The natural abilities and moral virtues of the heathens often have been employed to protect his persecuted servants. Even the men of the world can discern between the conscientious conduct of upright believers, and the zeal of false professors, though they disregard or understand not their doctrinal principles. All hearts are in God's hand, and those are blessed who put their trust in him, and commit their ways unto him.

Acts 25:19 but they simply had some points of disagreement with him about their own religion and about a dead man, Jesus, whom Paul asserted to be alive.
Acts 25:25 "But I found that he had committed nothing worthy of death; and since he himself appealed to the Emperor, I decided to send him.
Acts 26:31 and when they had gone aside, they began talking to one another, saying, "This man is not doing anything worthy of death or imprisonment."
Acts 28:18 "And when they had examined me, they were willing to release me because there was no ground for putting me to death. (NASB ©1995)
