Jamieson-Fausset-Brown Bible Commentary

7. uncircumcised in heart-Israelites circumcised outwardly, but wanting the true circumcision of the heart (De 10:16; Ac 7:51).

uncircumcised in flesh-not having even the outward badge of the covenant-people.

Matthew Henry's Concise Commentary

44:1-31 This chapter contains ordinances relative to the true priests. The prince evidently means Christ, and the words in ver. 2, may remind us that no other can enter heaven, the true sanctuary, as Christ did; namely, by virtue of his own excellency, and his personal holiness, righteousness, and strength. He who is the Brightness of Jehovah's glory entered by his own holiness; but that way is shut to the whole human race, and we all must enter as sinners, by faith in his blood, and by the power of his grace.

Genesis 17:14 "But an uncircumcised male who is not circumcised in the flesh of his foreskin, that person shall be cut off from his people; he has broken My covenant."
Exodus 12:43 The LORD said to Moses and Aaron, "This is the ordinance of the Passover: no foreigner is to eat of it;
Leviticus 22:25 nor shall you accept any such from the hand of a foreigner for offering as the food of your God; for their corruption is in them, they have a defect, they shall not be accepted for you.'"
Leviticus 26:41 I also was acting with hostility against them, to bring them into the land of their enemies-- or if their uncircumcised heart becomes humbled so that they then make amends for their iniquity,
Deuteronomy 10:16 "So circumcise your heart, and stiffen your neck no longer.
Jeremiah 4:4 "Circumcise yourselves to the LORD And remove the foreskins of your heart, Men of Judah and inhabitants of Jerusalem, Or else My wrath will go forth like fire And burn with none to quench it, Because of the evil of your deeds."
Jeremiah 9:26 Egypt and Judah, and Edom and the sons of Ammon, and Moab and all those inhabiting the desert who clip the hair on their temples; for all the nations are uncircumcised, and all the house of Israel are uncircumcised of heart." (NASB ©1995)

uncircumcised in heart. The introduction of uncircumcised persons to eat of the peace offerings and oblations, would have been a gross violation of the Mosaic law; but, as there was no law to exclude `the uncircumcised of heart,' who were circumcised and ritually clean, this seems to point out a new and different constitution.
