Wesley's Notes

23:22 When ye reap, thou - From the plural, ye, he comes to the singular, thou, because he would press this duty upon every person who hath an harvest to reap, that none might plead exemption from it. And it is observable, that though the present business is only concerning the worship of God, yet he makes a kind of excursion to repeat a former law of providing for the poor, to shew that our devotion to God is little esteemed by him if it be not accompanied with acts of charity to men.

Jamieson-Fausset-Brown Bible Commentary

22. thou shalt not make clean riddance of the corners of thy field when thou reapest, &c.-(See on [48]Le 19:9). The repetition of this law here probably arose from the priests reminding the people, at the presentation of the first-fruits, to unite piety to God with charity to the poor.

Matthew Henry's Concise Commentary

23:15-22 The feast of Weeks was held in remembrance of the giving of the law, fifty days after the departure from Egypt; and looked forward to the outpouring of the Holy Ghost, fifty days after Christ our Passover was sacrificed for us. On that day the apostles presented the first-fruits of the Christian church to God. To the institution of the feast of Pentecost, is added a repetition of that law, by which they were required to leave the gleanings of their fields. Those who are truly sensible of the mercy they received from God, will show mercy to the poor without grudging.

Leviticus 19:9 'Now when you reap the harvest of your land, you shall not reap to the very corners of your field, nor shall you gather the gleanings of your harvest.
Leviticus 19:10 'Nor shall you glean your vineyard, nor shall you gather the fallen fruit of your vineyard; you shall leave them for the needy and for the stranger. I am the LORD your God.
Deuteronomy 24:19 "When you reap your harvest in your field and have forgotten a sheaf in the field, you shall not go back to get it; it shall be for the alien, for the orphan, and for the widow, in order that the LORD your God may bless you in all the work of your hands.
Ruth 2:15 When she rose to glean, Boaz commanded his servants, saying, "Let her glean even among the sheaves, and do not insult her. (NASB ©1995)

To the institution of the feast of pentecost is annexed a repetition of that law, by which they were required to leave the gleanings of their fields, and the corn that grew on the ends of the butts, for the poor. It may come in here as a thing which the priests must take occasion to remind the people of, when they brought their first-fruits, intimating to them, that to obey even in this small matter was better than sacrifice; and that unless they were obedient, their offerings should not be accepted. It also taught them that the joy of harvest should express itself in charity to the poor, who must have their due out of what we have, as well as God his. They that are truly sensible of the mercy they receive from God, will without grudging shew mercy to the poor.
